Abstract

The institution of an efficient, effective and responsive administrative system is crucial to the delivery of democratic mandate in any political system. Having adopted a Parliamentary form of government, India opted for continuity with the civil service system that existed during the British rule. The federal framework implied that States would have their own administrative arrangements.
