The formation of Himachal Pradesh was not merely the outcome of elite negotiations or administrative restructuring but the culmination of sustained grassroots leadership and popular mobilization. This article examines the role of local leaders, peasants, women, youth organizations, and social reformers in mobilizing public opinion against feudal exploitation and political exclusion in the hill regions.
